NYC Parking Structure Inspections: What You Need to Know
Since 2021, New York City requires parking structure owners to submit inspection reports to the Department of Buildings (DOB). These inspections, known as Periodic Inspection of Parking Structures (PIPS), are essential for public safety to prevent structural hazards or collapses.
Enforcement Is Serious
Last year, the DOB issued 2,263 Class 1 violations to parking structure owners for failing to submit their Initial Observation Reports, due August 1, 2024. Non-compliance leads to fines and enforcement actions.

Inspections must be performed by a New York State Licensed Professional Engineer (PE) certified as a Qualified Parking Structure Inspector (QPSI).
